Free Movement

Imagine a world where we could freely move but

yet be in some balance, a dynamic movement and in equilibrium..

Some day we might help fix the huge migration and refugee issues with passport/id cards that combine a top up migration travel card feature or even a bank or credit feature, allowing free movement until too many arrive from a particular country into a particular - then a (refunded on exit) charge border fee applies

perhaps £200 for a short stay, £500 for longer and £1000s for very long stays - but all to be refunded on a person's exit....

Less people ends up stranded in poverty in another country, people are happy to get their money back

And

Existing residents should get a guaranteed re-entry without any fees, if they arrived or settled before any fees switched on due to too many arriving, Migrants could even get a lump sum moving out assistance flights paid etc if opted for. Once the numbers arriving drop the fees might get switched off again - it would be a control valve.

All to be impartial but people who settle and marry should get permanent settled residency and others can apply for it later.

People then freely come and go

those that over stay pay a fee losing the refund, or half of it for an extended stay and exit a few weeks or months later - this income should go to public services.

When refugees are arriving in large numbers because of so many conflicts (we have often inadvertently created) perhaps they could operate in a similar way where a part of their earning once settled are deposited in to refugee bank saving accounts and paid out on their exit home to help them resettle -

and can re-enter later with a similar or modified migrant borders fee movement structure

Obviously some will settle but others might choose to return home and rebuild.

Might sound idylic or too complex, but it might globally be a necessity to try something like this out and with automated systems it all becomes much easier, booking systems just need to inform people before hand

we could even use palm print ids and hand sniffers with the id cards to test for identity,explosives/weapons etc

hi tech / too simple/ sci fi - but worth thinking about as we all struggle with finding the best way forward, it could even work for eu free movement with needed security checks, it helps stop depopulation and over population but gives free movement which we all like.
